The analysis of recent legislation shows an evolution in the model of digital administration. This concept has begun to develop from e-government to assume the characteristics of open governmentthrough the provision of new tools, adopted in the Italian regulatory framework. The open government responds to the need for a profound change of the institutions, that has to follow thedevelopment of the methods of interaction, communication and collaboration of society. The recent legislation has drawn the necessary tools to the open government in terms of transparency, participation and collaboration, the pillars on which is based the implementation of a modelof open government. In these rules emerge the principles of transparency and openness of the data (open data) and the openness of services by means of relations based on user participation, alsothrough their involvement in decision-making processes with tools of e-democracy. The principle of collaboration arises in the form of a virtuous “conjunction” consisting of cloud computing, reutilizationand open source within the public system, and is characterized for the use of web 2.0 tools and the features of the smart communities in the relations with the outside world.The effects of the construction of open government are estimated at substantial savings, a greater efficiency and simplicity, an improved quality, the recovery of credibility and trust in institutions.The new technologies are able to arise in new services and innovative solutions for the benefit of the whole community.The evolution towards an open digital administration results in a strategy for the growth of Italy with the final effect consisting in the overall gain for the whole Country.
L’analisi della recente normativa mostra un’evoluzione del modello di amministrazione digitale, che dall’e-government si sviluppa per assumere le caratteristiche dell’open government grazie allaprevisione di strumenti, che dopo essere entrati nel dibattito pubblico e scientifico, sono approdati nel quadro normativo italiano. L’open government risponde all’esigenza di un profondo cambiamentodelle istituzioni che segua l’evolversi delle modalità di relazione, comunicazione e collaborazione della società.In tale direzione la normativa degli ultimi anni ha tracciato gli strumenti necessari all’open government sotto il profilo della trasparenza, della partecipazione e della collaborazione, i pilastri sui quali sibasa l’implementazione di un modello di amministrazione aperta. Nelle recenti disposizioni emergono i principi della trasparenza e dell’apertura dei dati (open data) fino all’apertura dei servizi permezzo di rapporti basati sulla partecipazione degli utenti, anche attraverso il loro coinvolgimento nei processi decisionali con strumenti di e-democracy. Il principio di collaborazione trova forma nelvirtuoso “combinato disposto” costituito da cloud computing, riuso e open source all’interno del sistema pubblico e si caratterizza nei rapporti con l’esterno per l’utilizzo degli strumenti del web 2.0 eper la fisionomia di smart communities.Gli effetti dell’open government sono stimabili in evidenti risparmi, maggiore efficienza e semplicità, migliore qualità, recupero di credibilità e fiducia nelle istituzioni. Le nuove tecnologie sono in gradodi tradursi in nuovi servizi e soluzioni inedite a vantaggio della collettività. L’evoluzione verso un’amministrazione digitale aperta si traduce in una strategia per la crescita dell’Italia con l’effettofinale consistente nel guadagno complessivo del sistema Paese.
