HUMANITARIAN CRISIS AT YARMOUK REFUGEE CAMP IN SYRIA: BETWEEN THE OBLIGATIONS OF INTERNATIONAL HUMANITARIAN LAW AND THE (IN)DECISIONS OF UNITED NATIONS SECURITY COUNCIL The paper analyses the main legal issues stemming from the humanitarian situation of Camp Yarmouk, a suburb of Damascus in Syria, in which massive atrocities against the local population and civilians have been committed since 2011 by the Syrian army. In particular the article addresses the question of how to avoid the empasse originated by the exercise of the right of veto within the Security Council in situations in which civilians are suffering gross human rights violations, and considers different alternatives to it, included the reconsidering of the role of the Security Council in the current international community.
